It is known that the construction industry has been digitized in recent years, and the results of this effort and labor have become visible. The information system “Transparent Construction” has been developed. Electronic tendering in construction has also been part of larger goals. Construction companies that occupy high positions in the electronic rating have a greater chance of winning the tender. Electronic rating and electronic tender are closely related.
In order to ensure the implementation of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures to improve the organization and conduct of electronic procurement in the construction industry,” the Ministry of Construction has created an electronic platform. The procedure for its work is determined by the Temporary Regulations. According to the regulations, the applicant (applicant) is allowed to participate in the tender only if there is a positive result in the following electronic rating of construction companies, depending on the cost of the object and the risk category:
For objects of hazard category I:
worth up to 1 billion soums (cost of the construction project) - have a rating of “DD” or higher;
worth from 1 billion to 2 billion soums - have a rating of “DDD” or higher;
worth from 2 billion to 6 billion soums - have a rating of “C” or higher;
valued at 6 billion soums or more - have a rating of “CC” or higher;
For objects of hazard category II:
worth up to 5 billion soums (cost of the construction project) - have a rating of “CC” or higher;
valued from 5 billion to 10 billion soums - have a rating of “CCC” or higher;
worth from 10 billion to 20 billion soums - have a rating of “B” or higher;
worth from 20 billion to 30 billion soums - have a rating of “BB” or higher;
valued at 30 billion soums or more - have a rating of “BBB” or higher;
For objects of risk category III:
worth up to 10 billion soums (cost of the construction project) - have a rating of “CC” or higher;
worth from 10 billion to 20 billion soums - have a rating of “CCC” or higher;
worth from 20 billion to 40 billion soums - have a rating of “B” or higher;
valued at 40 billion soums or more - have a rating of “BB” or higher;
For objects of risk category III:
worth up to 20 billion soums (cost of the construction project) - have a rating of “CC” or higher;
worth from 20 billion to 50 billion soums - have a rating of “CCC” or higher;
worth from 50 billion to 80 billion soums - have a rating of “B” or higher;
valued from 80 billion to 110 billion soums - have a rating of “BB” or higher;
valued at 110 billion soums or more - have a rating of “BBB” or higher;
If only one applicant participates in the tender or none of the applicants participates, the Procurement Commission has the right to reduce the electronic rating of applicants for participation in the tender.
